Zoals verwacht lijkt het erop dat de strijd over OOXML nog niet over is, ondanks het feit dat ISO officieel OOXML als standaard heeft vastgesteld. Zoals ik eerder al aangaf zou een weinig gebruikte procedure nog roet in het eten kunnen gooien. OOXML heeft aan alle criteria voldaan om als een mede-documenten standaardformaat ISO certificatie te krijgen. Er is een mogelijke bottle-neck: 'Subject to there being no formal appeals from ISO/IEC national bodies in the next two months, the International Standard will accordingly proceed to publication', zo stelde de ISO is de verklaring waarin het de standaardisatie van OOXML aankondigde. En daar zit een probleem. Als een van de 41 ISO-lidstaten van de Joint Technical Commission die zich met OOXML bezighield een beroep tegen het resultaat van het proces indient, dan kan de publicatie van de standaard worden uitgesteld. 'An appeal would have to be resolved before publication of a document as an International Standard', zo zegt Roger Frost, woordvoerder voor ISO. Met andere woorden: als er een beroep komt dan kan de definitieve publicatie van de standaard maanden (en misschien zelfs jaren) worden uitgesteld, waardoor de standaard niet van kracht wordt.
Dat risico is niet ondenkbaar, gezien het feit dat een aantal zeer belangrijke landen (als China, Brazielie, India en Zuid-Afrika) tegen de standaard gestemd hebben. Een klacht vanuit het Noorse committe is reeds ingediend aangaande dat proces, maar het is de vraag of dat namens de ISO-organisatie van de lidstaat is en of de klacht als een beroep geldt. 'This has been going on so long and has been so rancorous that I don't expect that we've heard the last of it yet', zo stelt Charles King, senior analist en onderzoeker van Pund-IT. En daar kan hij wel eens gelijk in hebben, want het is niet zo dat de beslissing zo maar geaccepteerd wordt. Bob Sutor van IBM schreef in een posting op zijn blog dat 'now that the process of international standards making has been laid bare for all to examine, some may not like what they're finding'. Het proces toonde de zwakheden aan in het door de ISO uitgevoerde standaardisatiegebeuren. 'People now have some sense that there are no brakes on putting the wrong standards though some existing processes'. Sutor stelde ook dat de aansturing van het proces en de gecompliceerde stemprocedures (die ook nog varieren per land) zaken zijn die nauwkeurig dienen te worden onderzocht. 'Regardless of the outcome, the fight for open standards would continue unabated. While fully cognizant of these current results, I'm energized to take the bigger fight for openness to the next level with the thousands of individuals who are now convinced that the standards system needs fixing, and soon', zo schreef hij. 'There are now, as there have always been, much bigger issues than OOXML itself. For that reason, we are still in the early phases of the worldwide movement to true open standards'. Het juridische team van Red Hat vaardigde eveneens een verklaring uit waarin 'disappointment but not surprise at the ISO's decision' werd uitgesproken. '[OOXML] made it though an unfortunately flawed fast-track ISO approval process', zo staat in de verklaring, waarin opnieuw de steun aan ODF werd uitgesproken. '[The ODF] will continue to be a force in procurement decisions to be reckoned with. Government and Enterprises are tired of the lack of choice, lack of innovation, and premium rents from vendor lock-in. We doubt anyone will be confused by this outcome'. De OpenDocument Format Alliance reageerde eveneens op het proces. Zij stelde dat 'governments will take a 'buyer beware' point of view regarding OOXML' en stelde dat Microsoft nu de gedane beloften diende na te komen. 'The process itself brought to the fore OOXML's deficiencies that will prevent its use by public administrations, chief among them that OOXML remains a 'community of one' — undocumented features, IPR restrictions, and features and functionality linked to other Microsoft products that will prevent OOXML's use in other software products. If anything, this vote has galvanized the ODF community, making us more confident than ever of ODF's emergence as the document format of the future'. Ubuntu-oprichter Mark Shuttleworth is ook al niet erg te spreken over het proces. 'It's sad that the ISO was not willing to admit that its process was failing horribly. We're not going to invest in trying to implement a standard that is poorly defined'. En uiteraard: de Europese Commissie is vastbesloten het gedrag van Microsoft te onderzoeken aangaande het gehele OOXML-avontuur. Gezien de houding van de Commissie de afgelopen jaren, kan dat nog wel eens de grootste bedreiging worden. En daarnaast zal Microsoft goed op de vingers worden gekeken: het bedrijf zal door ontwikkelaars continu worden geconfronteerd met elke mogelijke afwijking van de gedocumenteerde specificatie die het aanbrengt in het eigen bestandsformaat. Ondanks de enorme opluchting en blijdschap bij Microsoft en de aanhangers van OOXML: echt juichen kan eigenlijk nog niet, want er kunnen nogal wat spaken in het wiel komen….
