Oorlog over bestandsformaten gaat door: ODF-OOXML, PDF-XPS

De bestandsformatenstrijd gaat onverminderd op meerdere fronten door. De Amerikaanse staat Massachusetts overweegt om haar standaardenbeleid dusdanig te wijzigen dat ook de Microsoft Office Open XML-bestandsformaten onderdeel daarvan worden. De Information Technology Division van de staat heeft op 2 juli een concept-voorstel dienaangaande geformuleerd, onderdeel van een periodieke revisie van de totale technische infrastructuur. Het zal tot 20 juli voor commentaar beschikbaar zijn op de website. Indien het voorstel wordt geaccepteerd zal Microsoft's XML-formaat als een geaccepteerd 'open format' gebruikt mogen worden door de uitvoerende onderdelen van de staatsregering van Massachusetts. Het formaat staat ook bekend als ECMA-376, en is de grote tegenhanger van Open Document Format, waarvan de laatste versie overigens in hetzelfde wijzigingsvoorstel eveneens acceptabel wordt gevonden voor gebruik. Daarnaast heeft Microsoft aangekondigd een nieuw Technical Committee in het leven geroepen om een nieuwe standaard te ontwikkelen via ECMA International. Deze nieuwe standaard betreft 'creating an XML-based electronic paper format and page description language that is consistent with existing implementations of Microsoft's XML Paper Specification (XPS)'. De groep, TC 46, zal de komende maand al bijeenkomen. Dit betekent een nieuwe stap in de schermutselingen tussen Adobe en Microsoft, waarover wij al eerder berichten. Adobe wil dat PDF het dominante bestandsformaat blijft voor de uitwisseling van bestanden over het Web. Het bedrijf heeft de complete 1.7. versie van het bestandsformaat ingediend bij de ISO ter standaardisering.
 


Volgens het laatste voorstel mogen onderdelen van de regering van Massachusetts nu software gebruiken die OOXML, ODF, PDF en andere geaccepteerde standaarden kunnen verwerken. 'All agencies are expected to migrate away from proprietary, binary office document formats to open, XML-based office document formats. Microsoft Office 2003, currently deployed in the majority of agencies, will support the Open XML format through the use of the Microsoft Office Compatibility Pack', zo staat in het voorstel. Bethann Pepoli, Chief Information Officer van Massachusetts, zegt dat 'state agencies will be able to choose which formats they create and save documents in'. Maar het gebruikte Microsoft Office zal de gebruikelijke office-applicatie blijven, aangezien deze software als enige functionaliteiten heeft die het mogelijk maken voor gehandicapten om de applicatie te gebruiken. 'The biggest objective is to make as many options as possible open to agencies', zo zei Pepoli. 'We feel like this is the best approach to getting all the agencies in the executive department to an XML-based document format–that's pretty much the motivator'. Omdat er geen applicaties zijn die 'support OpenDocument natively …, the state has decided to use a 'translator' that converts Microsoft Office documents to OpenDocument formats'. Het voorstel gaat verder: 'Agencies will have the ability to use either ODF or Open XML with their current version of Microsoft Office by installing the Sun (Microsystems) converter along with the Microsoft Office Compatibility Pack'. Het is niet verrassend dat Microsoft aangeeft uiterst tevreden te zijn. 'We support the Commonwealth's proposal to add Ecma Office Open XML File Formats to the list of approved standards, as this would give users the ability to choose the open file format standard that best serves their needs', zo zegt Tom Robertson, bij Microsoft verantwoordelijk voor interoperabiliteit en standaarden. IBM liet weten dat ze van plan is tegen de opname van OOXML te ageren. Bob Sutor, IBM's vice-president voor open source en standaarden, merkte op dat 'the Massachusetts draft policy characterizes Open XML as a format best for backward compatibility with Microsoft Office documents. We completely agree: OOXML looks backward, while ODF is an international ISO standard, and is forward looking. The public understands this, too, as nearly 15,000 people opposing ooXML have signed an online petition circulated by the Foundation for a Free Information Infrastructure. We look forward to seeing the public discussion in the Commonwealth'. Microsoft heeft er op dit moment geen problemen mee te erkennen dat PDF de de facto standaard is, maar wil daar met XPS verandering in aanbrengen. In de open source-wereld is met teleurstelling gereageerd op de mogelijke standaardisatie van XPS. Andrew Updegrove, advocaat voor technologiebedrijven en lid van het bestuur van de Linux Foundation, schreef in zijn blog dat deze poging 'seems wholly incompatible with the role of a global standards body'. Hij is enigszins somber. 'If OOXML, and now Microsoft XML Paper Specification, each sail through ECMA and are then adopted by ISO/IEC JTC1, then I think that we might as well declare 'game over' for open standards'. De uitkomst van deze strijd tussen de beide softwaretitanen is echter lang niet zeker. Beide partijen willen hun marktpositie behouden en opereren dienaangaande. De weigering van Adobe om in Office 2007 de mogelijkheid in te bedden in PDF op te slaan is een duidelijk voorbeeld daarvan. Een analist is helder: 'PDF didn't become the de facto standard by being open in any case; it was the free availability of the Acrobat Reader combined with the innate utility of the software and lack of viable competitors that caused PDF to dominate the Internet landscape. Having both PDF and XPS confirmed as standards by the ECMA and/or ISO will mean that it will be up to computer users to decide which format is more useful to their needs. Microsoft will surely have a tough time trying to supplant the ubiquitous PDF, which currently enjoys robust support on many different platforms'. En juist dat laatste zou wel eens de bottle-neck voor Microsoft kunnen worden. Het bedrijf heeft niet veel vrienden buiten het eigen platform…
